Regulated Equipment Categories
Gas Well Completions
Green completions required for hydraulically fractured and refractured gas wells to capture emissions using reduced emission completions (REC) practices.
Centrifugal Compressors
Wet seal centrifugal compressors must route emissions to a control device achieving 95% VOC reduction or use dry seals.
Reciprocating Compressors
Replace rod packing before or at 26,000 hours of operation or every 36 months, or route emissions to a process or control device.
Pneumatic Controllers
Continuous-bleed natural gas-driven controllers at processing plants must have a bleed rate of zero. At well sites, controllers must have a bleed rate ≤ 6 scfh.
Storage Vessels
Storage vessels with VOC emissions ≥ 6 tpy must reduce emissions by 95% using a control device such as a combustor or VRU.
Equipment Leaks (Processing Plants)
Natural gas processing plants must conduct LDAR per 40 CFR 60 Subpart VVa requirements for pumps, valves, connectors, and pressure relief devices.

LDAR Surveys (Processing Plants)
Conduct leak detection and repair surveys per Subpart VVa schedules. Frequency depends on component type and leak history: pumps monthly, valves quarterly or semi-annually, connectors annually.
Green Completion Documentation
Document reduced emission completion practices for each hydraulically fractured or refractured gas well, including flowback duration, gas capture volumes, and any venting or flaring.
Reciprocating Compressor Rod Packing
Replace rod packing before or at 26,000 hours of operation or every 36 months, whichever is reached first, unless routing to process or control device.
Pneumatic Controller Compliance
Verify new and replaced continuous-bleed controllers meet bleed rate limits: zero at processing plants, ≤ 6 scfh at well sites.
Storage Vessel Control Installation
Install and operate a control device achieving 95% VOC reduction within 60 days of startup for storage vessels exceeding the 6 tpy threshold.
Control Device Inspections
Inspect and maintain combustors, flares, VRUs, and other control devices to ensure proper operation. Document inspections and any corrective actions.
Initial Notification
Submit initial notification to EPA or delegated state agency within 60 days of initial startup of an affected facility.
Annual Report
Submit annual compliance report by March 31 for the preceding calendar year including well completion data, controller counts, storage vessel compliance, compressor records, and LDAR results.
Recordkeeping
Maintain records of all compliance activities, monitoring data, maintenance logs, and deviations for at least 5 years.
Leak Repair Verification
Repair leaks detected during LDAR surveys within 15 calendar days and conduct a follow-up monitoring to verify the repair.
