What is Waste Characterization?
Waste characterization is a process used to determine the regulatory applicability of a material that you no longer need. For example, under 40 CFR 262.11 of EPA's RCRA Regulations, any person who generates a waste must determine if that waste is hazardous in accordance with the following steps:
Is the waste a "solid waste"?
Is the waste excluded from being a "solid waste" or "hazardous waste"?
Is the waste included on one of RCRA's four lists (F, K, P, and U)?
Does the waste exhibit one of RCRA's four characteristics (ignitability, corrosivity, reactivity, or toxicity)?
What is a Waste Profile?
A waste profile is most commonly thought of as the document or form provided to a treatment, storage, or disposal facility (TSDF) to let them know about the characteristics of waste you intend to send them. This differs from a waste characterization in that waste profiles are generally only created for waste that will be shipped off-site, whereas a waste characterization needs to be completed for all waste and recyclable materials streams regardless of their final disposition.
What is a Disposal Facility Audit?
A Disposal Facility Audit (or TSDF Audit) is when a waste generator reviews the processes and programs in place at a landfill or treatment facility to ensure it reflects their risk tolerance. This is important, since under RCRA's "Cradle to Grave" provisions, liability for the waste stays with the generator regardless of its final disposition. In other words, if the TSDF improperly manages your waste or they run out of money after receiving your waste, you may be liable for cleaning up their mess.

You want to track your waste so: (1) You know where your waste goes and (2) you know what your generator status is under RCRA's Hazardous Waste and Universal Waste regulations. Tracking your waste also permits you to easily identify pollution prevention opportunities and assess waste disposal costs and cost reduction opportunities.
What Is a One-Time LDR Notification?
Under RCRA, generators must maintain in their files a one-time Land Disposal Restriction (LDR) Notification for prohibited wastes that are excluded from the definition of hazardous or solid waste or are exempted from hazardous waste regulation under 40 CFR 261.2 through 261.6 subsequent to the point of generation. This is in addition to LDR Notifications that must be provided to treatment, storage, and disposal facilities for prohibited wastes that are shipped off-site. A hot drained used oil filter is one example of an excluded waste that requires a one-time LDR notification.
