Key LOTO Compliance Deadlines
Periodic Inspection of Each Procedure
Each energy control procedure must be inspected at least annually by an authorized employee other than the one using the procedure. The inspection must ensure the procedure and the standard's requirements are being followed.
Initial Employee Training
Authorized, affected, and other employees must receive appropriate training before being assigned to work where energy control procedures are used.
Retraining
Retraining is required when there is a change in job assignments, machines, equipment, or processes that present new hazards, or when periodic inspections reveal deficiencies.
Procedure Reviews & Updates
Energy control procedures must be reviewed and updated whenever machines, equipment, processes, or energy sources change.
New Machine/Equipment Procedures
Develop new energy control procedures when new machines or equipment are introduced to the facility.
Lock & Tag Device Inventory
Maintain inventory of lockout/tagout devices and verify they are in serviceable condition and properly issued to authorized employees.
Inspection Certification Records
Document each periodic inspection with the machine/equipment identified, date, employees included, and the inspector's identity.
Training Documentation
Maintain records certifying that employee training has been accomplished and is being kept up to date for all three employee categories.
Training Requirements by Employee Role
29 CFR 1910.147 requires different levels of training for three categories of employees:
Authorized Employees
Workers who lock out or tag out machines or equipment to perform servicing or maintenance. Must be trained in recognition of hazardous energy sources, type and magnitude of energy in the workplace, and methods and means for energy isolation and control.
Affected Employees
Workers whose job requires them to operate or use a machine or equipment on which servicing or maintenance is being performed under lockout/tagout. Must be trained in the purpose and use of energy control procedures.
Other Employees
Workers whose work operations are or may be in an area where energy control procedures are being utilized. Must be trained about the procedure and the prohibition against attempting to restart or re-energize locked/tagged out equipment.
