An asbestos management plan is a written document that describes the location, condition, and management procedures for asbestos-containing materials in a building or group of buildings. It pulls together inspection results, a material inventory, condition assessments, response actions, an operations and maintenance (O&M) program, training records, notifications, and recordkeeping into a single, maintained record. Under AHERA, every public and non-profit private K-12 school must develop and keep a current asbestos management plan; building owners in other sectors maintain equivalent plans to meet OSHA requirements and protect occupants.
What to Include in an Asbestos Management Plan
The template is organized around the core elements of a compliant plan. Each section corresponds to a fillable table or prompt in the download:
1. Facility & Administration
Building details, owner or operator, and the designated person responsible for the asbestos program, along with the plan effective date and next review date.
2. ACM Inventory
A list of each known or assumed asbestos-containing material: location, material type, friability, estimated quantity, and condition. Materials that have not been sampled are treated as ACM until lab analysis proves otherwise.
3. Inspection, Surveillance & Reinspection
Records of the original inspection and condition assessments, a six-month periodic surveillance log, and a three-year reinspection schedule performed by an accredited inspector.
4. Response Actions & O&M Program
The selected response for each material (repair, encapsulation, enclosure, removal, or in-place management) and the operations and maintenance work practices that minimize fiber release during routine activities.
5. Training, Notification & Recordkeeping
Awareness and accredited training records, annual occupant and worker notifications, and a defined system for storing inspection reports, lab results, abatement documentation, and certificates.
